NVIDIA GTC Berlin 2026: DSX POD and OpenShell Chart the Next Era of AI Infrastructure

NVIDIA took the stage at Berlin’s Tempodrom on October 21 for the GTC Berlin 2026 keynote, unveiling several key products. The headline announcement was DSX POD, a modular AI factory reference design built on the Vera Rubin architecture.

DSX POD ships as pre-assembled container modules that can cut on-site deployment from six months to 14 days once site utilities are ready. Partners build the pods; customers connect them and start running workloads.

NVIDIA also introduced OpenShell, an open-source sandboxed runtime for securing autonomous AI agents. It enforces kernel-level isolation through declarative YAML policy files that control agent access to the filesystem, network, and processes. Licensed under Apache 2.0, OpenShell already supports Claude Code, OpenCode, and OpenClaw.

Anthropic Circulates Frontier AI Safety Bill to US Congress

Anthropic has circulated a draft federal safety bill targeting frontier AI models to US lawmakers, according to multiple reports. The bill would let federal authorities block a model’s release when there is imminent risk of more than $1 billion in damages or more than 50 casualties, subject to court approval.

Specific triggers include biological weapons creation, models escaping developer controls, and large-scale cyberattacks. Frontier developers would be required to conduct safety testing, publish transparency reports, protect whistleblowers, and report critical incidents to the Commerce Department within 72 hours.

Anthropic says the bill reflects its previously proposed framework. However, the inclusion of state preemption provisions has drawn criticism for contradicting the company’s June stance defending full state regulatory authority.

Dream Labs Raises $90M Seed Round for Robot Control API

Robotics AI startup Dream Labs closed a $90 million seed round co-led by B Capital and Kindred Ventures, emerging from stealth on October 19. A.Capital, Unusual Ventures, SV Angel, and Wing VC also participated.

The core product is Dream API, which turns a robot’s camera feed and plain-English instructions into motor commands. Priced at $3 per hour, the flagship model Dream-1 is currently in beta.

Co-founders Joel Jang and You Liang Tan are former NVIDIA researchers. Their approach targets universal robot control through a software API alone, without coupling to any specific hardware.

NVIDIA Invests $10B in European AI Infrastructure, Signs Physical AI Pact with Germany

Jensen Huang announced at the GTC Berlin keynote that NVIDIA has invested roughly $10 billion in European AI infrastructure over the past year. The company has built more than 12,000 partnerships across the continent.

Huang also signed a joint declaration with the German government on physical AI model development through its Industry 4.0 Platform. The partnership positions Germany, already a manufacturing powerhouse, to lead AI-driven industrial automation.

The investment signals a geographic rebalancing of AI infrastructure spending, which has been heavily concentrated in the US and Asia. European data sovereignty regulations and energy efficiency requirements have driven localized deployment strategies.

VW, JLR, Volvo, and Mercedes Adopt NVIDIA Hyperion for Next-Gen Vehicles

At GTC Berlin, NVIDIA announced that next-generation vehicles from Volkswagen’s van division, JLR, Volvo, and Mercedes-Benz will be Hyperion-compatible. Hyperion is NVIDIA’s reference architecture for autonomous driving, built on the NVIDIA DRIVE platform.

This marks the first time multiple major European OEMs have simultaneously committed to the platform. It accelerates the standardization of autonomous driving hardware and software stacks across the industry.

PHP CVE-2026-6722: Critical SOAP Extension Use-After-Free RCE Patched

A use-after-free vulnerability in PHP’s SOAP extension, CVE-2026-6722, enables remote code execution. NIST has assigned a CVSS v3.1 score of 9.8 Critical.

The root cause lies in the SOAP extension’s object deduplication mechanism. It stores PHP object pointers in a global map without incrementing reference counts. When an apache:Map node contains duplicate keys, the second entry frees the first object while its stale pointer remains.

Exploitation requires no authentication – only a crafted SOAP request. Affected servers should update to PHP 8.2.31, 8.3.31, 8.4.21, or 8.5.6. Disabling the SOAP extension is a temporary mitigation.

GitHub Ships Open Source License Compliance GA for Enterprise Cloud

GitHub released its open source license compliance feature as generally available for Enterprise Cloud on October 16, roughly three months after the public preview launched in July.

In Active mode, pull requests that add dependencies with prohibited licenses are blocked from merging. The default allowlist includes MIT, Apache 2.0, BSD-3-Clause, and other low-risk licenses. Rulesets control whether each repository runs in Active or Evaluate mode.

A new Enterprise Open Source License Policy Manager role handles exception requests from developers. A GitHub Advanced Security (GHAS) Code Security license is required.
